I have a Singer 1507 that I bought from a big box store for less than $100 that sews just as well as my Elna ($1,300) and Baby Lock ($8,000).
There is no mystery in which machine to choose as the manual is the key to learning to use a sewing machine.
Visit several sewing machine dealers and tell them what you want to be able to sew and that you have a limited budget. They will help you select a machine that fits your needs.
The sales associate will demo and then let you give the machine(s) a try.
Buy the machine you like the best from the dealer you like the best as they will be the one you will be going to for assistance. They may also have lessons and classes.
Purchase a bit of fabric and a few supplies (notions), such as thread (the machine will have a few needles), good scissors for cutting, small scissors for sniping, measuring tape, adjustable hem gauge, fine gauge glass head straight pins, a pin cushion and fabric markers (one for dark fabric and one for light fabric).
You also will need an iron and ironing surface.
This is the quickest way to learn the machine and avoid frustration later on:
(1) After purchasing your machine, take it out of the box and sit down in front of it with the manual.
(2) Open the manual and as you read, apply each step of every feature from bobbin winding through maintenance. Do not rely on just the pictures as important steps can be over looked.
