What should I wear with a long dark blue velvet evening dress?
I'm particularly asking about what shoes to wear, and whether to wear tights or not and if so what colour - black, blue, nude etc? And should the shoes be flat, heels, or what? The dress is long, but not down to the floor, it stops a few inches above the ankle.

Depending on your taste in shoes & your comfort in wearing heels up to a certain height (i.e. 4 inch), you have several options.

They have a non-shiny texture, which is ideally what you want if you're wearing velvet. But in my opinion navy blue would be the best option if you can find the correct shade to match your dress. If there are any other hints of color in the dress, you could always find a heel to compliment & play up that color.
Wearing tights/pantyhose would depend on how formal the event is & the weather for the evening. If you find a peep toe to wear with the dress, tights/pantyhose are a no-no. If you feel you are more comfortable (due to not being tan or for what other reason), you could wear a nude color pantyhose with a CLOSED toe shoe.
