Since you're not bothered about price, I'd recommend Liberty - they are the KINGS of florals. Their stuff's clearly not vintage as such but their designs are perrenials and so very much back in fashion this summer.
As for vintage fabrics, this online store usually has some in stock but you might have to contact them (by email, through their site) to let them know what you are after and they'll let you know if they have that sort of thing, in case it's not listed on their site:
