I don't think anyone knows for sure why men traditionally wear trousers and women dresses, it's just the way it's always been. I think that women started wearing trousers around the 1800s but I'm not too sure.
I don't think that specific Bible passage was referring to homosexuality, I think it was saying that men shouldn't wear women's cothing and vice versa, which of course is a load of crap.
