I need your help reading a crochet pattern!?
I am working on the pattern for Very Victorian in Leosure Arts "Our Best Afghans A to Z" book. I have finished the whole body and I'm working on the scalloped edges. This is my first time working with scalloped edges and I fear I'm in over my head! Please help 
It reads:
Row 1: Turn, slip st in first dc (slip st in next ch-1 sp and in next dc) 4 times, ch 7, skip next 4 sps, slip st in next st, slip st in next sp and in next st, leave remaining sts unworked. (I did this part, but thought you may find it helpful as a starting point).
Row 2: Turn; 14 dc in ch-7 sp, skip next sp, slip st in next st and in next sp, slip st in next st: 14 dc.
So, I got through the Row 2 aaaallll the way up until the last part of 14 dc...where in the heck am I putting 14 dcs???

The 14 dc's go in the ch-7 spaces. They form the big scallops you see in the photo. There should be 8 of those scallops across the bottom, and the photo doesn't show how many go up the sides.
You just made one scallop--at least the BASE of one scallop. Then there will be at least one more row, putting the finishing touches on the scallop. I'm guessing that there are two or three more rows before you have finished each scallop. Once you get the hang of it, those scallops are very easy and logical to do, and it looks as though you will complete each scallop before going on to the next one.
The notation about "14 dc" that comes at the end of the Row 2 instructions is a reminder to count your dcs and make sure there are 14 of them.
