The only way to shrink clothes is by altering them. Many dry cleaners alter clothing. Jackets are tricky to alter. Unless you are a sewing expert, I would leave this job to a professional.
Washing and drying your jacket will not shrink it, even though it is 100% cotton. This woman washed 100% cotton shirts in hot water and dried them in the dryer THREE times and the shirts did not shrink:

If the jacket matters to you, have it altered. If the jacket isn't important enough to you to have altered, give it to the Salvation Army.
