can i sew a non-stretchy fabric around a stretchy one?

I cut some wooly/nylon stockings that never fit me into fingerless elbow length gloves. I want to sew a decorative piece of fabric around the top of the arm, which i need to stretch to fit my (small) bicep. How do i sew the fabric onto the stretchy part so that it will still fit around my arm? Brainstorming i thought of maybe somehow sewing it.. like, not all the way around so that there's some room, but i think in practice the stitches would rip out if i did that. I do have a sewing machine, but I was planning on doing this by hand since it's not a lot of fabric.

If the fabric that is around your arm doesn't stretch the stretchy fabric may pull it down. If you make the non stretchy fabric fit tightly it will probably work. This would be easier to do on a machine, but you could do it by hand. To do so, work in the round. sew the top part into a cuff that fits firmly around your arm. turn it inside out and put it on your arm. turn the glove part inside out and put it on your arm overlapping the cuff and stitch around the arm. You may need someone else to reach all the way around. or place it over a can that fits the cuff and proceed as you would with the arm.
This would be a lot more comfortable to wear if the top part is stretchy too.
